CHP seeks information on man suspected of evading police, driving truck into river

The Garberville California Highway Patrol is looking for a 23-year-old Southern Humboldt man suspected of evading police and submerging his pickup truck in the Eel River Wednesday night.

Garberville CHP Officer Erik VanEmmerik said two CHP officers saw Jacob John Paul Knipscheer-Costello driving his pickup truck northbound on Redwood Drive at a high rate of speed at 11:40 p.m.

The CHP unit, after tracking his speed on radar, followed the vehicle, but Knipscheer-Costello reportedly picked up speed and tried to flee.

The CHP unit followed the vehicle to Dean Creek Road and then onto northbound U.S. Highway 101, where the driver reportedly was traveling 95 mph, VanEmmerik said.

Knipscheer-Costello reportedly took the Avenue of the Giants exit in Phillipsville and traveled southbound to the Eel River access road. He then reportedly drove through the dirt parking area and toward the river bar and ended up in the river, the CHP said.

“He went driving directly into the river, to the point where his truck is totally submerged,” VanEmmerik said.

Knipscheer-Costello is suspected to have survived, because his body wasn’t found and the driver’s side window was open, the CHP said.

A small dog inside, a Jack Russell terrier, didn’t survive, VanEmmerik said.

The CHP has reportedly had many contacts with the driver, who is possibly from Shelter Cove. He’s described as six-foot, 200 pounds, with brown hair and hazel eyes.

The Garberville CHP office is asking that anyone with information on his whereabouts contact Officer Len Johnson at 707-923-2155.

“It’s hard to say if it’s an act he did on purpose,” VanEmmerik said. “He might have been in an intoxicated state and not realized how high the river was.”

Ive swam in that river right below where he jumped off and its not scarce on rocks! Fool!! And I agree Piece of shit couldn't put the dog through the window as he was climbing out of it!! WTF!! man i was on ave of the giants yesterday...i am 200 lbs 6 ft and white with brown hair.....know wonder the sheriffs drove past us and slowed down.....looking at us...thank goodness they had already had contact with this guy and knew what he looked like or i might have gotten arrested.....for being a little fatter than i like to be....just another reason to lose that 15 lbs..lol
